Born in Changwon, Kang Jeong-han graduated from Masan Gapo High School, Yonsei University, and Pusan National University Graduate School of Law and began his career as a lawyer. As a sports lawyer, Kang served as a member of the election management committee for the chairman of the private sports committee of the Changwon City Sports Council, prepared election regulations and interpreted laws, served as an advisory lawyer for the Gyeongsangnam-do Sports Council, and played a pivotal role in presenting solutions to various problems that arose in the process of incorporating his member organizations and sports associations.
