CFSS (Community First Services and Supports) is a new self-directed program that will replace Minnesota's current Personal Care Assistance (PCA) program. It is expected to be implemented in the coming year. This will provide a new program that will allow people to choose their own workers and purchase items that will help them with their independence. The program will be run by the Minnesota Department of Human Services. It will include training and coaching of job skills, evaluation of job tasks, and direct observation of health-related tasks.

Participants in CFSS and PCA programmes can both hire caregivers. However, spouses are not permitted to give care under the PCA Program. Participants in the CFSS have the option of employing a relative or using their spouses as caregivers. Participants can receive the CFSS and PCA services as long as they are Medicaid eligible because they are both entitlements.

The Consumer Support Grant benefit and the PCA programme will be replaced by the CFSS programme. Currently under development, the programme needs federal approval. Similar services to PCA will be offered by CFSS, such as behaviour and observational tasks connected to health. Either one of the two service options is available to a person. Both programmes' participants are free to select whatever option suits them the best.

CFSS Consultation Services are offered to current home care clients who are seeking a better delivery model. They will provide information about CFSS and help them create Service Delivery Plans. If desired, these services can also help participants to purchase goods and services. The Consultation Services provider will assess the functional needs of the client and recommend an effective care delivery model.
